But, here’s the good part for parents in D.C. – the district works through a Graduated License Program (GRAD) to help teens become better drivers and also offers online resources to get handy information for new drivers.
Stages of the GRAD Program:
Learner’s Permit: Teens must be at least 16 to be eligible for a learner’s permit in D.C. The permit can be obtained by passing a knowledge and vision test.
Since this is the first time teens start driving, there are certain restrictions they must observe:
- Drive between the permissible hours of 6 AM and 9 PM
- Must drive under the supervision of an adult driver with a valid license who’s above 21
- Should complete 40 hours of supervised driving
- Stay away from cell phones for texting or calling while driving
Provisional License: If a motorist is under 21 and has successfully completed six months with a learner’s permit, he/she becomes eligible for a provisional license.
To obtain the license, a driver should pass the road test and meet all the conditions stated in the learner’s permit. The provisional license is valid for one year.
Full License with Conditions: After holding the provisional license for six months, drivers who are at least 17 become eligible for a full license with conditions.
To obtain the full license, you must certify that you have completed 10 hours of nighttime driving with an adult driver above 21 and were not convicted for any crime in the last 12 months.
As the name suggests, the full license comes with its set of conditions for those under 18:
- You’re allowed to drive alone with a full license
- You can’t drive with more than two passengers who are under 21 except if those passengers are your siblings
- Everyone in the car should wear seatbelts while you’re driving
- Driving hours are also restricted from 6 AM to 11:59 PM
